FY24 Community Project Funding Requests
Every year, Congress is responsible for allocating funding for offices, programs and grants administered by the federal government. I have the opportunity to advocate on behalf of programs that are important to Florida’s 20th Congressional District.
Funding requests do not guarantee funding for any individual program. These requests should not be confused with grant applications and do not provide the opportunity to request a funding award for a specific non-profit entity or project. In order to be submitted for consideration, all requests must comply with all House rules. Specifically, requests may not constitute earmarks, defined by House Rule XXI as:
"Providing, authorizing or recommending a specific amount of discretionary budget authority, credit authority, or other spending authority for a contract, loan, loan guarantee, grant, loan authority, or other expenditure with or to an entity, or targeted to a specific State, locality or Congressional district, other than through a statutory or administrative formula-driven or competitive award process."

Projects Requested: Listed below are the projects Congresswoman Sheila Cherfilus-McCormick has submitted on behalf of her community to the House Committee on Appropriations.
Project Name: Aspire 1650
Recipient: Broward Partnership for the Homeless
Address: 920 NW 7th Avenue, Fort Lauderdale, FL. 33311
Requested Funding Amount: $15,000,000
Purpose of Project:Aspire 1650 will be a supportive housing community in Pompano Beach (northern Broward County) with 80 apartments, abundant and accessible common space, amenities, resources, and services where a vibrant community will thrive. Aspire 1650 will be an extension of the existing Broward County North Homeless Assistance Center (NHAC).
Project Name: Coleman Park Affordable Housing Project
Recipient: City of West Palm Beach
Address: 401 Clematis Street, West Palm Beach, Florida 33401
Requested Funding Amount: $1,000,000
Purpose of Project: To develop an affordable rental housing project at 1400 Henrietta Avenue, in the Coleman Park neighborhood. The project site is approximately 1.5 acres and will accommodate approximately 9-18 supportive housing units for families that are transitioning from homelessness or for those at-risk of homelessness.
Project Name: Comprehensive Crime Reduction Program
Recipient: City of Lauderhill
Address: 5581 W. Oakland Park Blvd., Lauderhill, FL 33313
Requested Funding Amount: $2,000,000
Purpose of Project: This project will support technology, programming and staffing to improve incident response time while working to drive down crime occurrences in Lauderhill.
Project Name: Eagle Cove Residence at Lauderhill
Recipient: The Faith Center
Address: 5555 NW 95th Avenue, Sunrise, FL. 33351
Requested Funding Amount: $5,000,000
Purpose of Project: To provide affordable housing and mixed-use property for the residents of Lauderhill, Florida. The proposed project will provide 195 units of one- and two-bedroom apartments.
Project Name: Lauderdale Manors Park Multimodal Connections
Recipient: City of Fort Lauderdale
Address: 100 N Andrews Avenue, Fort Lauderdale, FL 33301
Requested Funding Amount: $720,000
Purpose of Project: To implement multimodal connections to several parks in District 20 that will leverage City Parks Bond projects and improve safety for residents to access those parks, including connecting parks and ADA accommodations.
Project Name: Law Enforcement License Plate Reader System
Recipient: City of North Lauderdale
Address: 701 Southwest 71st Ave., North Lauderdale, FL 33068
Requested Funding Amount: $750,000
Purpose of Project:Implementation of a License Plate Reader System to provide a valuable tool to our law enforcement for community safety. This reader will deliver real time information on vehicles entering and exiting the city.
Project Name: Mobile Command Center
Recipient: City of Riviera Beach
Address: 600 West Blue Heron Blvd. Riviera Beach, Fl. 33404
Requested Funding Amount: $725,000
Purpose of Project: The Mobile Command Center (MCC) fills a critical need in the community and is uniquely able to serve as a base of operations during a variety of incidents. These specialized vehicles can help in the wake of natural disasters, assist in distributing government aide, and help government organizations mitigate crime. The MCC can be used to deliver critical government services and disaster relief directly to various neighborhoods in order to reach the underserved and elderly populations of our community.
Project Name: Replacement Facility for the Urban League of Palm Beach County
Recipient: Urban League of Palm Beach County
Address: 1700 N. Australian Ave., West Palm Beach, FL 33407
Requested Funding Amount: $4,000,000
Purpose of Project: A new facility of 25,000 sq. ft. is needed to continue and expand operation for 50 years+. The Urban League of Palm Beach County is focused on empowering communities and changing lives by providing education, housing, employment and health opportunities to ensure self-reliant better outcomes. Urban League served Palm Beach County for 50 years offering 35 free programs and services to more than 20,000 clients annually (families and youth).
Project Name: Rick Case Housing Community
Recipient: Habitat for Humanity of Broward
Address: 888 NW 62nd St 2nd Floor Fort Lauderdale Fl 33309
Requested Funding Amount: $1,605,000
Purpose of Project: To complete the final phase of a $20MM 76 home community of one and two-story single-family homes with two parks. This housing community will provide affordable home ownership to Pompano Beach residents.
Project Name: Stormwater Conveyance and Water Quality Improvement Project
Recipient: City of Lauderdale Lakes
Address: 4300 NW 36th Street – Lauderdale Lakes, FL 33319
Requested Funding Amount: $1,029,481
Purpose of Project: Repair, resort and protect canal network with systems currently in different stages of disrepair.
Project Name: Tamarac Rehabilitation and Rebuild Program
Recipient: City of Tamarac
Address: 7525 NW 88th Ave, Tamarac, Fl 33321
Requested Funding Amount: $7,000,000
Purpose of Project: Assisting Tamarac’s low-income families, who are in jeopardy of having their home insurance cancelled, because they cannot afford to make critically necessary safety-related repairs to their homes.
Project Name: Tamarind & 13th Block Redevelopment
Recipient: Housing Partnership, Inc. dba Community Partners of SFL
Address: 2001 W Blue Heron Blvd, Riviera Beach, FL 33404
Requested Funding Amount: $4,800,000
Purpose of Project: To redevelop the block of 13th and Tamarind, a significant area for a high volume of crime, which also operates a major thoroughfare to significant parts of the city.
Project Name: Village @ Oakland Park
Recipient: Urban League of Broward County
Address: 560 NW 27th Avenue Fort Lauderdale, FL 33311
Requested Funding Amount: $1,050,000
Purpose of Project: To create a sustainable energy-efficient mixed income housing development that encompasses multigenerational residents. This project will alleviate the burden of housing affordability for families ranging from 30% to 120% average median incomes (AMI) in Broward County. The master plan of this development encompasses nineteen acres of housing units ranging from apartments and townhouses with both rental and ownership options.
Project Name: Workforce Affordable Housing Development
Recipient: Palm Beach County
Address: 301 N. Olive Avenue, West Palm Beach, FL 33401
Requested Funding Amount: $2,250,000
Purpose of Project: To assist in much needed Workforce Affordable Housing Development, this project will provide gap financing for the acquisition, construction and equipping of Condominiums, Multi-Family Rental Units, Single Family Homes and Townhomes, additionally leveraging Palm Beach County’s $200 million Workforce and Affordable Housing Bond Program, annual allocations from the Infrastructure Sales Tax, ad valorem and other county funding.
Project Name: YWCA
Recipient: YWCA of Palm Beach County
Address: 1016 N. Dixie Highway, West Palm Beach, FL 33401
Requested Funding Amount: $2,200,000
Purpose of Project: To purchase a dedicated community center that will offer Economic Empowerment Services for women, girls, and their families in addition to Rapid Rehousing for women transitioning out of an unsafe domestic violence situation who are in jeopardy of becoming homeless.
